The short answer
An AI SEO agency uses AI agents to do the repeatable parts of search work at scale, such as tracking, auditing, drafting, schema generation and citation research, across both Google results and AI answer engines, with people setting the strategy and reviewing every deliverable before it ships. What separates it from a wrapper is not the software; every agency now has access to the same models and the same tools. It is whether the firm owns three things: the strategy the agents work to, the review of what they produce, and the implementation on the client's site. A wrapper sells the middle step and leaves the client holding the other two.
The pressure to tell the difference has a number attached. Search Engine Land's aggregate of click studies puts the organic click loss on the top result at 34.5% when an AI Overview appears. At the same time, Ahrefs' analysis of 1.9 million citations found 76% of AI Overview citations come from URLs already in Google's top ten. Ranking still matters; it is now the route into the answer rather than the destination. An agency that only does one of the two jobs, or only reports on them, is solving half the problem at full price.

What is an AI SEO agency?
An AI SEO agency is a search marketing firm that runs AI agents to do the repeatable parts of SEO and GEO at scale, under a strategy set by people and with every output reviewed and implemented by people. The term is used loosely. Some firms mean they use AI writing tools. Some mean they resell an AI visibility tracker. A few mean what the definition says: an orchestration layer directing agents that track, audit, draft, structure and research, with a human checkpoint before anything reaches the client's site. The distinction between an agent and an agentic system is set out in AI agents vs agentic AI; an AI SEO agency in the strict sense runs the latter.
What an AI SEO agency does
Seven functions, in the order a program runs them. Each is a place where an agent does the volume and a person does the judgment. The list is also the scope a proposal should cover; a proposal that covers three of the seven is a partial service, whatever it is called.
- Tracking on both surfaces. Rankings and clicks in Google Search Console, and mentions, citations and share of voice across AI answer engines for a tracked prompt set. The tools that do the second half are compared in the AI visibility tools guide; the agency's job is to run them, join them to analytics, and read them together.
- Technical and citability audit. Crawlability, indexation, speed and structure for Google; retrievability, extractability and the structural elements the engines favor for AI answers. The 25-point GEO audit covers the second set. This runs before any content is produced, because content on a page the engines cannot retrieve is wasted.
- Keyword and prompt research. Search demand from Ahrefs and Semrush, and the prompt sets buyers use in AI assistants, mapped to pages so that each page has one job. The piece on how AI search engines choose what to cite covers why the two demand sets diverge.
- Content production within Google's policy. Agents research and draft; a person edits every page for accuracy, originality and value; nothing is published that the agency would not publish under its own name. The policy this has to satisfy is set out in the next section.
- Structure and schema. Titles, descriptions, headings, internal links and JSON-LD written per page and delivered as code the client's developers paste in. This is the function most often missing from a wrapper, because it requires knowing the site.
- Citation and community work. The domains the engines cite instead of the client become an outreach list; the Reddit threads and communities the engines draw on become a participation plan. - Reporting on outcomes. Rankings, AI visibility, citations, referral sessions and conversions, read together monthly, with the next month's implementation pack attached. A visibility score on its own is a tool output, not a report.
Google's policy on AI content
Google does not prohibit AI-generated content. It prohibits producing many pages without added value, however they are produced. Google Search Central's guidance on generative AI content says the technology is useful for researching a topic and adding structure to original content, and that using it to generate many pages without adding value for users may violate the spam policy on scaled content abuse. The same page directs site owners to the Search Quality Rater Guidelines sections on scaled content abuse (4.6.5) and on main content created with little effort, originality or added value (4.6.6).
Three developments since then define the 2026 operating environment. In April 2025 Google directed quality raters to identify AI-generated main content and, where it added nothing, to rate it lowest quality. In 2026 Google formally extended its spam policies, including scaled content abuse, site reputation abuse and link spam, to content appearing in AI Overviews and AI Mode. And its August 2026 spam update was a global enforcement of those existing policies rather than a new rule. The practical reading for a buyer: an AI SEO agency that publishes AI drafts unedited at volume is running the one pattern Google has named, and the site that carries the penalty is the client's. An agency that edits every page for value is operating inside the guidance Google published.
Seven tests: real agency or wrapper
Ask for evidence on each of these. A firm that passes all seven is running a program; one that passes fewer than four is reselling software.

Gartner's warning about "agent washing", the rebranding of assistants and automation as agentic AI without substantial agentic capability, applies here as it does to software vendors; Gartner estimated in 2025 that only about 130 of the thousands of vendors marketing agentic AI were real. AI SEO service vs AI SEO agent vs AI SEO agency
The three terms describe three different things a buyer can pay for, and the price difference between them is the price of accountability.
- An AI SEO agent is a single system that does one bounded task and stops: audit this URL, generate schema for this page, draft this article from this brief, classify these citations. Its output is checkable on its own. It is the unit of work.
- An AI SEO service is a product built from such agents and sold as software or as a fixed package: a subscription that audits, drafts and reports. It is the wrapper in this article's terms when it is sold without strategy, review or implementation. It is a reasonable purchase for a team that has all three in-house.
- An AI SEO agency is a firm that runs agents under a strategy it set, reviews what they produce, implements or hands over deployable output, and is accountable for the outcome. It is the right purchase for a team that does not have the strategy, the reviewer or the developer time.

Two things follow from the table. First, the price of production has fallen: Ahrefs' own survey found AI-generated content costs about a fifth of human-written. An agency that still prices as if every article costs $650 to produce is either not using agents or not passing the saving on. Second, the price of judgment has not fallen, and it is what the remaining cost buys: the audit, the edit, the schema, the outreach, the review. Questions to ask before signing
- Which prompts will you track, on which engines, and can I see the list? A real answer is a prompt set built from my category and markets. A weak answer is a tool name.
- What did your audit find on my site, page by page? Ask for it before the content plan. If the audit comes after, the plan was not built from it.
- Who edits each page, and will you show me a before-and-after of an agent draft? The edit history is the evidence that a person is in the loop.
- What arrives each month that my developer can deploy? The answer should be files: schema, metadata, page changes, articles. If the answer is a report, the client is the implementer.
- Which domains and communities cite my competitors and not me, and what is the plan for each? This is the off-site work. If there is no list, there is no off-site work.
- How is your reporting joined to my analytics? Citations and rankings should sit next to referral sessions and conversions from my own data, not a vendor score.
- Who is my named reviewer, and who is on the monthly call? A person, with a name.
